Willie Hunter and Juan Batlle, MD, met and shared their mutual dream of a hospital to serve the poor outside Santo Domingo. Hospital Dr. Elias Santana was built in the middle of fields at the end of a rutted muddy road. An entire town began to emerge around it.

Under the direction of Dr. Batlle, an Eye Residency Training Program began with one resident in 1985 at the Santana Hospital.

In 1987, Integrated Health Education was formally established to better address the needs for total patient care.

By 1990 MGM's annual income was $1,100,420, with expenses totaling $1,221,222. The "break-even budget" was a little too close for comfort as MGM continued to pay for all its own expenses.

The Patron Fund was established and new donations kept participation fees from increasing.
